Your browser sends a tiny message to a server in Melbourne 4 times a second and times each reply. It does this while your internet is quiet, then while it's busy downloading and uploading. On a healthy connection every reply comes back in under 30 ms (thousandths of a second).
For a fair result, make sure you're on your apartment's internet, not mobile data, and pause any big downloads or streaming. If you're on Wi-Fi, sit in the same room as your Wi-Fi box. Weak Wi-Fi can add a little lag, but it doesn't cause freezes of a second or more.
